Only reason you wouldn't is when I wouldn't WANT you to. The point of this bullshit (for bullshit it is) is to keep the enemy from finding out our moves and preparing accordingly.
We can either use vague statements to imply our messages, or we can use ciphers. Take your pick, old-timer.
